Национални савет египатске националне мањине на основу члана 10. став 1. тачка 1. Закона о националним саветима националних мањина („Службени гласник РС”, бр. 72/09, 20/14-УС, 55/14 и 47/18), на седници одржаној дана 23.12.2018. године у Београду донео је

СТАТУТ

НАЦИОНАЛНОГ САВЕТА ЕГИПАТСКЕ НАЦИОНАЛНЕ МАЊИНЕ

  1. ОСНОВНЕ ОДРЕДБЕ

Члан 1.

Статут је највиши правни акт Националног савета египатске националне мањине  (у даљем тексту: Савет) којим се уређује делатност националног савета, број чланова националног савета у складу са законом, седиште националног савета, назив, печат  и симбол националног савета, овлашћења, поступак избора разрешења и мандат председника Савета,о влашћења, поступак избора, број чланова и мандат чланова извршног одбора Савета, овлашћења, поступак избора и разрешења, број чланова и мандат  извршног одбора, овлашћења, поступак избора и разрешења, број чланова и мандат одбора  и других радних тела Савета, признања и начин њихове доделе, као и друга питања од значаја за рад Савета.

Члан 2.

Савет је организацијa којој се законом поверавају одређена јавна овлашћења да учествује у одлучивању или да самостално одлучује о појединим питањима из области културе, образовања, обавештавања и службене употребе језика и писма у циљу остваривања колективних права егишатске националне мањине на самоуправу у тим областима.

Члан 3.

Назив Савета гласи:

НАЦИОНАЛНИ САВЕТ ЕГИПАТСКЕ НАЦИОНАЛНЕ МАЊИНЕ.

Члан 4.

Седиште Савета је у Новом Саду, насеље Адице, улица Славујева бб.

Члан 5.

Савет има печат са текстом на српском језику, који гласи: Национални савет египатаске  националне мањине”.

Печат је округлог облика, пречника 32мм. По убоду исписан текст Национални савет египатске националне мањине, а у средини печата доминира мапа Републике Србије у виду обриса њених географских граница, а у средини мапе су египатске пирамиде.

Савет у свом раду користи један печат.

Употреба печата уређује се посебном одлуком.

Члан 6.

Савет има свој грб (симбол) који чине три египатске пирамиде у перспективи од којих је средишња највећа, док са леве и десне  стране налазе пирамиде исте величине. У позадини су вертикално поређене три поља која су од  горњег на доле обојена у црвено, бело, и црно и симболизују боје државне заставе Египта и њихова употреба се утвђује посебном одлуком.

II САВЕТ

  1. САСТАВ САВЕТА

Члан 7.

Број чланова Савета је 15.

Избор за чланове Савета врши се на основу Закона о националним саветима националних мањина .

Мандат чланова Савета тече од конституисања Савета и траје четири (4) године од конституисања.

Члан 8.

Органи Савета су председник, потпредседник, Извршни одбор, одбори за образовање, културу, обавештавање и службену употребу језика и писма.

  1. ПРАВА И ОБАВЕЗЕ ЧЛАНОВА САВЕТА

Члан 9.

Члан Савета има права да:

  1. учествује у припремању, доношењу и извршавању одлука Савета;
  2. постави питање и затражи објашњење од органа Савета и да добије одговор у циљу остваривању права из тачке 1. овог члана;
  3. затражи и добије стручну помоћ од органа Савета.

Члан Савета има обавезу да:

  1. активно учествује у раду Савета, извршном одбору или одбора чији је члан;
  2. писмено или усмено обавести председника Савета, председника извршног одбора или председника одбора чији је члан у случају спречености да присуствује седници или ако је спречен да изврши неки налог;
  3. извршава одлуке или налоге органа Савета и да о томе подноси извештај.

Члан 10.

Члану Савета мандат траје колико траје мандат националног савета у који је изабран.

Члану Савета мандат престаје пре истека мандата националног савета у који је изабран:

  • подношењем оставке;
  • губитком једног од општих услова за стицање активног бирачког права;
  • ако дуже од годину дана не присуствује седницама Савета;
  • ако му престане пребивалиште на територији Републике Србије;
  • ако је коначном одлуком надлежног органа брисан из посебног бирачког списка националне мањине;
  • ако је правноснажном пресудом осуђен за кривично дело на казну затвора у трајању дужем од шест месеци;
  • у случају смрти.

Члан Савета је дужан да овери оставку код органа надлежног за оверу потписа и да је поднесе Савету у року од три дана од овере, непосредно или поштом препоручено.

Дан престанка чланства у Савету констатује Савет на првој наредној седници после пријема обавештења о наступању разлога за престанак мандата.

Када члану Савета престане мандат, његово место у Савету заузима следећи кандидат са изборне листе на којој се налазио члан коме је престао мандат.

О престанку мандата члану Савета, пре истека мандата Савета, председник Савета обавештава Републичку Изборну Комисију и надлежно министарство.

Време трајања мандата члана Савета коме је чланство престало урачунава се у мандат новог члана Савета.

Члану Савета престаје мандат конституисањем новог сазива.

III. МАНДАТ САВЕТА

Члан 11.

Мандат савета започиње даном одржавања конститутивне седнице и траје четири године.

Министарство распушта национални савет:

  • ако нов сазив савета не буде конституисан у року од 30 дана од утврђивања коначних резултата избора;
  • ако поступак избора Савета буде обустављен;
  • ако савет не заседа дуже од 6 месеци;
  • ако не изабере председника Савета у року од 30 дана од конституисања Савета или од престанка функције ранијем председнику;
  • ако се број чланова савета смањи испод половине, јер на изборним листама нема кандидата за које подносиоци изборних листа нису добили мандат.

Министарство решењем образује привремени орган управљања националног савета из реда чланова националног савета, водећи рачуна о заступљености изборних листа са којих су изабрани чланови националног савета.

Текуће и неодложне послове у вези са вршењем овлашћења Савета предвиђених законом, до конституисања новог сазива Савета, обавља привремени орган, који чине председник и четири члана.

  1. IV. ОПШТА ОВЛАШЋЕЊА САВЕТА

Члан 12.

Савет, у складу са законом и својим Статутом, преко својих органа самостално:

  • доноси и мења Статут Савета;
  • доноси финансијски план, финансијски извештај и завршни рачун;
  • располаже сопственом имовином;
  • одлучује о називу, симболима и печату Савета;
  • утврђује предлоге националних симбола, знамења и празника националне мањине;
  • оснива установе, удружења, фондације, привредна друштва у областима културе, образовања, обавештавања и службене употребе језика и писма;
  • предлаже представника националне мањине у савету за међунационалне односе у јединици локалне самоуправе;
  • предлаже Републици, аутономној покрајини или јединици локалне самоуправе као оснивачу установе, утврђивање установе од посебног значаја из члана 11а и 17. Закона о националним саветима националних мањина;
  • иницира односно предлаже Републици, аутономној покрајини или јединици локалне самоуправе као оснивачу установе, која је у складу са законом, утврђена за установу од посебног значаја за националну мањину, пренос оснивачких права;
  • установљава и додељује признања;
  • иницира доношење и прати спровођење закона и других прописа из области културе, образовања, обавештавања и службене употребе језика и писма;
  • учествује у припреми закона и других прописа и иницира доношење односно измене и допуне закона и других прописа којима се уређујуУставом гарантована права националних мањина у области области културе, образовања, обавештавања и службене употребе језика и писма;
  • иницира доношење, односно измене и допуне посебних прописа и привремених мера у областима у којима се остварује право на самоуправу, ради постизања пуне равноправности између припадника националне мањине и грађана који припадају већини;
  • подноси притужбу Заштитнику грађана, покрајинском и локалном омбудсману и другом надлежном органу, када процени да је дошло до повреде уставом и законом гарантованих права и слобода припадника националних мањина;
  • подноси притужбу из тачке 14) овог члана у име припадника националне   мањине;
  • заузима ставове, покреће иницијативе и предузима мере у вези са свим питањима која су непосредно повезана са положајем, идентитетом и правима националне мањине;
  • доноси пословник о свом раду;
  • одлучује о другим питањима која су му поверена законом.

Савет у складу са Законом има и посебна овлашћења у области образовања, културе, обавештавања и службене употребе језика и писма.

  1. V. ПРЕДСЕДНИК И ПОТПРЕДСЕДНИК САВЕТА

Члан 13.

Савет има председника који се бира из реда чланова националног савета на време трајања мандата Савета.

Савет бира председника Савета јавним гласањем.

Предлог за председника Савета може поднети најмање једна трећина чланова Савета.

Предлог за председника Савета се подноси у писменој форми и мора бити потписан од стране чланова који предлажу кандидата.

Један члан Савета може подржати само једног кандидата за председника.

Потпредседника  бира Савет јавним гласањем, на предлог председника Савета, на време трајања мандата Савета.

Председник и потпредседник су изабрани ако за њих гласа више од половине чланова националног савета.

Члан 14.

Председник Савета:

  1. Представља и заступа Савет и одговара за његов рад;
  2. стара се о законитом коришћењу и располагању финансијским средствима и имовином савета;
  3. доноси појединачне акте за које овлашћен законом, статутом или општим актом Савета;
    4. сазива и преседава седницама Савета;
    5. предлаже кандидате за председника и чланове Извршног одбора Савета из реда чланова савета;
    6. помаже рад чланова Савета;
    7. потписује одлуке Савета и записник са седнице Савета;
    8. има право да иницира сазивање седнице одбора Савета.

У случају спречености председника замењује га потпредседник.

ПРЕСТАНАК МАНДАТА ПРЕДСЕДНИКА  И ПОТПРЕДСЕДНИКА

Члан 15.

Мандат председника и потпредседника престаје:

  1. подношењем оставке;
  2. престанком чланства у Савету;
  3. разрешењем по истом поступку како је изабран;
  4. смрћу;
  5. у другим случајевима предвиђеним Законом о националним саветима националних мањина.

ИЗВРШНИ ОДБОР САВЕТА

САСТАВ ИЗВРШНОГ ОДБОРА

Члан 16.

Извршни одбор има председника и 3 члана.

Савет бира председника Извршног одбора и чланове извршног одбора из реда чланова Савета, на предлог председника Савета,  на редовној седници.

Предлог из става 2. овог члана подноси се у писменој форми.

Председника Извршног одбора у случају спречености замењује члан Извршног одбора уз писмено овлашћење председника Извршног одбора.

  1. ПОСЛОВИ ИЗВРШНОГ ОДБОРА

Члан 17.

Извршни одбор за свој рад одговара Савету.

Извршни одбор је обавезан да периодично, а најмање једанпут годишње подноси извештај о свом раду Савету.

Чланови Извршног одбора за свој рад одговарају Савету, председнику Извршног одбора и председнику Савета.

Члан 18.

Извршни одбор:

  1. непосредно извршава и стара се о извршавању одлука и других аката националног савета;
  2. стара се о извршавању јавних овлашћења која су поверена националном савету;
  3. предлаже финансијски план и завршни рачун Савета;
  4. обавља друге послове које Савет повери извршном одбору.

Члан 19.

Одлуке које је донео Извршни одбор подлежу одобравању на првој наредној седници Савета и одобрене су ако за њих гласа више од половине чланова Савета. Ако Савет  не одобри одлуку Извршног одбора, извршном одбору престаје мандат, а одлука остаје на снази.

Члан 20.

Извршни одбор доноси Пословник о раду извршног одбора који је у складу са Статутом и Пословником о раду Савета.

ПРЕСТАНАК МАНДАТА ИЗВРШНОГ ОДБОРА

Члан 21.

Мандат Извршног одбора престаје:

1.уколико Савет не одобри одлуку извршног одбора;

  1. подношењем оставке председника или више од половине чланова Извршног одбора;
  2. разрешењем;
  3. у другим случајевима предвиђеним Законом о националним саветима националних мањина.

VII. ОДБОРИ САВЕТА

  1. САСТАВ ОДБОРА

Члан 22.

Савет има одборе, и то:

  1. одбор за образовање;
  2. одбор за културу;
  3. одбор за обавештавање;
  4. одбор за службену употребу језика и писма.

Одлуку о образовању и саставу одбора Савет доноси већином гласова чланова Савета, јавним гласањем.

  1. ОВЛАШЋЕЊА ОДБОРА

Члан 23.

Одбор у областима, које су утврђене законом:

  1. припрема одлуке Савета и Извршног одбора Савета;
  2. покреће и разматра иницијативе и прати стање из делокруга својих овлашћења;
  3. врши друге послове које му Савет повери.

Члан 24.

Одбор има председника и потпредседника председника који га замењује у случају спречености и најмање 3 а највише 10 чланова.

Чланови одбора могу бити лица која нису чланови Савета.

  1. ИЗБОР ОДБOРА

Члан 25.

Председник одбора, потпредседник и чланови одбора не морају бити чланови Савета.

Предлог за председника, потпредседника председника и чланове одбора може поднети председник Савета или најмање 5 чланова Савета.

Предлог из става 2. овог члана подноси се у писменој форми, у коме мора бити јасно назначено: одбор чији се избор врши, имена и презимена кандидата за председника, потпредседника председника и чланова одбора.

Председник, потпредседник и чланови одбора бирају се јавним гласањем већином од укупног броја чланова Савета.

VIII . ГЕНЕРАЛНИ СЕКРЕТАР   

Члан 26.

Генералног секретара бира Савет јавним гласањем, на предлог председника Савета, већином од укупног броја чланова на време трајања мандата Савета.

Секретар може бити и лице које није члан Савета.

Члан 27.

Генерални секретар Савета:
1. руководи стручном службом Савета;
2. стара се о обављању послова у вези са радом Савета;
3. према потреби припрема предлоге одлука Савета, председника Савета или Извршног одбора Савета;
4. врши послове које му Савет или Извршни одбор повере;
5. учествује у раду Савета, Извршног одбора и радних тела Савета;
6. стара се о вршењу организационих послова у вези рада Савета;
7. стара се о састављању записника са седница Савета, Извршног одбора или радних тела Савета;
8. стара се о објављивању одлука и аката Савета;
9. стара се о стручној припреми предлога одлука Савета, Извршног одбора или радних тела Савета;
10. помаже председнику Савета приликом припреме и сазивања седница Савета;
11. помаже рад Савета, радних тела и чланова Савета;
12. извршава друге послове које му повере председник Савета или председник Извршног одбора, нарочито заступање Савета у поступцима пред органима државне управе, локалне самоуправе и судовима.

Члан 28.

Генерални секретар Савета за свој рад одговара Савету и председнику Савета.

  1.   РАДНА ТЕЛА

Члан 29.

У циљу детаљнијег разматрања и решавања одређених питања у вези са вршењем овлашћења Савета, Савет може образовати радна тела.

Одлуку о образовању радних тела, Савет доноси већином гласова од укупног броја чланова.

Чланови радних тела не морају бити чланови Савета.

На поступак избора и разрешења и броја чланова радних тела сходно се примењују одредбе које регулишу састав, овлашћења и избор одбора.

  1. СТРУЧНА СЛУЖБА САВЕТА

Члан 30.

Савет образује стручну службу за обављање послова у вези са радом Савета, припремања, извршавања и контроле извршавања одлука.

Радом стручне службе руководи секретар Савета.

  1. ФИНАНСИРАЊЕ ДЕЛАТНОСТИ САВЕТА

Члан 31.

Национални савет усваја годишњи финансијски план и завршни рачун.

Годишњи финансијски план  и завршни рачун Савет усваја се на редовној седници.

Финансијски план и завршни рачун усвојени су ако за њих гласа више од половине чланова националног савета.

Председник Савета дужан је да годишњи финансијски план достави кориснику буџетских средстава код кога су опредељена средства за финансирање рада националних савета у року од 5 дана од дана доношења.

Председник Савета је одговоран за финансијско пословање, подношење извештаја и вођење књига Савета.

Члан 32.

Средства за финансирање делатности Савета обезбеђују се законом о буџету Републике Србије,  одлукама о буџету АП  Војводине и  јединица локалне самоуправе.

Стечена средства могу се користити за финансирање редовне делатности и сталних трошкова националног савета.

Средства за финансирање сталних трошкова националног савета не могу износити више од 50% средстава опредељених буџетом Републике Србије, аутономне покрајине, односно јединице локалне самоуправе.

XII. ПРАВНИ АКТИ САВЕТА

Члан 33.

Акти Савета и органа Савета су: Статут, одлуке, решења, мишљења, предлози,  упутства, правилници и пословници.

Поједина правила о доношењу аката Савета и органа Савета ће се регулисати посебном одлуком Савета.

XIII.  ЗАВРШНЕ ОДРЕДБЕ

Члан 34.

Статут Савета се усваја већином од укупног броја чланова Савета.

Предлог за промену Статута може поднети најмање једна трећина чланова Савета.

Предлог се подноси у писменој форми. У предлогу морају бити јасно означене одредбе чија се промена предлаже и промена која се предлаже.

За промену Статута се примењују правила која се односе на његово доношење.

Члан 35.

Овај Статут ступа на снагу осмог дана од дана објављивања на огласној табли Савета.

    و بر روی سطح قطعه پاشیده می‌شوند.
    برخی از این دستگاه‌ها برای استفاده صنعتی و برخی دیگر برای استفاده خانگی و کارهای کوچک مانند تمیز کردن قطعات خودرو، تمیز کردن پوشش‌های
    فلزی و غیرفلزی و تمیز کردن سطوح دیگر استفاده

    و موتور ها را با پوشش مناسبی
    پوشاند تا از صدمات احتمالی بدور باشند .
    پس از عملیات سند بلاست باید کلیه گرد و
